4-Point Inspection in West Palm Beach
The insurer's report on roof, electrical, plumbing and A/C, common for pre-war houses and 1970s condo units.

Form OIR-B1-1802 · Palm Beach County · Outside the HVHZ
A wind mitigation inspection in West Palm Beach, FL works a little differently from one in Broward or Miami-Dade. Palm Beach County is outside the High-Velocity Hurricane Zone, so two answers on Form OIR-B1-1802 change. We document your home's hurricane features and usually deliver the signed form the same day.
Wind mitigation in West Palm Beach
The form is the same across Florida, but this county's code zone and the city's older housing change some of the answers. These three matter most.
A Flagler-era city on the Lake Worth Lagoon: 1910s to 1930s historic districts near downtown, towers on Flagler Drive, post-war growth westward with former wetlands filled for building, and gated communities out by Grassy Waters.
The South Florida Building Code option on item 1 is for the HVHZ only, so it does not apply in Palm Beach County. A home here either meets FBC 2001 and 2004 or FBC 2007 or later, with permit-date conditions for certain build years, or it doesn't.
HVHZ isn't an answer here. The Region comes from the design wind speed at your property in the ASCE 7-22 hazard tool: Region 1 at 140 mph or more, Region 2 at 130 to 139, Region 3 below 130. We look it up for your address instead of assuming one number for the city.
Impact windows or a new roof can improve a report, but in a West Palm Beach historic district, work that changes the exterior appearance needs a Certificate of Appropriateness on top of the permit. Talk to city preservation staff before ordering products, then have us update the form.

FBC 2001 and 2004 or FBC 2007 or later, if the home qualifies. SFBC-94 is for the HVHZ only, and a 1920s house will not meet this item.
Year built · permit dateNot HVHZ. From the ASCE 7-22 hazard tool: Region 1 at 140 mph or more, Region 2 at 130 to 139, or Region 3 below 130.
By design wind speedWe measure whether at least two-thirds of the main roof area is 6:12 or steeper. Flat Mission-style sections and shallow bungalow roofs can change this answer.
6:12 or steeper · belowEvery covering in use, with its permit date or product approval. The city's Civic Access portal searches permits by address if your re-roof paperwork has gone missing.
Permit · product approvalFrom the attic we identify how the deck is fastened to the framing. Older houses often have board decking, not plywood, and we record what we can verify.
Nails · spacing · deckingToenails, clips, single or double wraps, and now tested retrofit connectors when documented. A 1920s frame house may have no connector at all, so we look rather than assume.
Clips · wraps · retrofitA hip roof is what this item rewards. Bungalow gables and Mission-style parapet roofs usually don't, so we check the whole roof line, not just the street side.
Hip · flat · otherOften a matter of how the last re-roof was done. Self-adhered underlayment or taped deck seams can qualify. Standard underlayment and hot-mopped felt don't.
When verifiableEvery window, door, skylight and garage door counts, and the form records the weakest. One original wood door or window in a historic home can decide it.

Why it matters here
Under Section 627.0629, Florida Statutes, insurers must offer credits for construction features that reduce windstorm damage, but they can only work from what is documented. That makes a wind mitigation inspection worth having in West Palm Beach, where houses range from pre-war frame to recent block, and where hurricane history is not theoretical: the 1928 storm destroyed 1,711 homes here, according to historical accounts.
The visit usually takes under an hour. Peter works through attic, roof and openings, supports each attribute in items 2 to 9 with a photo or document, and signs the form. If you hold a FORTIFIED Home certificate, it can validate items 4 to 6 and 8 to 9. Insurers decide which credits apply, and Citizens says credits are unchanged at this time. Our guide on how to read the report explains the answers.
Savings depend on the home and the carrier, but documented connectors, roof shape and protected openings can reduce the windstorm portion.
The form stays valid if no material changes are made and no inaccuracies are found, so one visit can serve several renewals.
Get it done during your inspection period, and your agent can quote the actual house before you close.
Upgrades only help once they are on the form. Update your report after the work passes its final inspection.
Your report, explained
The form has nine items, with photo or document support required from item 2 on. Outside the HVHZ, the Region line depends on the wind speed at your address.
Simple from start to finish
We check the design wind speed for the property ourselves. You just tell us the year built and any upgrades you know of.
Peter goes from the attic framing to the roof covering to each opening, with a photo for every item that needs one.
The signed OIR-B1-1802 and its photos come to you, typically on the day of the visit.
Your insurance agent submits the report, and your insurer decides which credits apply.

Good questions

No. The Florida Building Code applies the HVHZ to Miami-Dade and Broward only, and Palm Beach County is outside it. On the form, a West Palm Beach home answers Region 1, 2 or 3 based on the design wind speed at its address.
It depends on the address, so we look it up in the ASCE 7-22 hazard tool instead of quoting a citywide number. Region 1 is 140 mph or more, Region 2 is 130 to 139 mph, and Region 3 is below 130 mph.
That option on item 1 is limited to the HVHZ. A friend with a Broward report may have it, but homes in Palm Beach County can't use it. Item 1 here is FBC 2001 and 2004, FBC 2007 or later, or neither.
It can, depending on what has been done to it. The building code item won't apply, but a hip roof, added roof-to-wall connectors, a sealed deck from a re-roof or protected openings may be documented. Your insurer decides what they are worth.
Probably, if they change the exterior appearance. West Palm Beach requires a Certificate of Appropriateness for that kind of work in historic districts, plus a permit to replace windows and doors. The city also mentions storm windows as a sensitive upgrade, so talk to preservation staff first.
Any inspection since April 1, 2026 has to use Rev. 04/26. An earlier report on the January 2012 form may still work: Citizens says it accepts one completed within five years before that date on an unchanged structure. Check with your own insurer.
Wind mitigation documents hurricane features that may earn credits. A 4-point inspection covers the condition of the roof, wiring, plumbing and A/C, which helps the insurer decide on the policy. Many older West Palm Beach homes need both.
